The Rules of Procedure of the Federal Congress of 1826
Keywords:
reglamento interno, derecho parlamentario, Congreso Federal.Abstract
This article analyzes the Rules of Procedure of the Congress of Chile of July 12, 1826, as part of early Chilean parliamentary law. The article argues that this normative text is the Rules of Procedure of the Federal Congress and that its immediate source is the Internal Regulations of the Congress of Chile of 1823; it also argues that the content of the regulations analyzed suggests both continuity and innovation with respect to previous regulations, especially with respect to the recognition of the parliamentary majority, without prejudice to having influenced later parliamentary procedures until
1831. The article provides documentary evidence to support these claims.
